This problem will occur if the telephone line is giving a busy signal when the connection is dialed.

1. First verify the correct dialup number is entered in the correct format.

2. If the issue still occurs, try dialing the number from a telephone to ensure that there is not
    a problem dialing out to make regular phone calls.

3. Also ensure that your connection is correctly set to use tone or pulse dialing depending on
    the type of phone line that the modem is plugged into.

4. As always, another option may be to reboot the computer to ensure the modem is  
    dialing correctly.
